Police Report: Police seek suspects in racial menacing ; Woman says men in car pursued her, passenger before one pulled gun

Shortly after 10:20 p.m., according to a Vancouver Police Department report, officers were sent to a disturbance involving two cars at East 16th and Z streets, in the Central Park neighborhood.
Crystal Marie Bowers, 18, told police she’d stopped at a red light at East Mill Plain Boulevard and Brandt Road, in the McLoughlin Heights area, when two men in the Dodge pulled up. One man in the Dodge allegedly voiced a racial slur at Bowers’ passenger, 20-year-old Harold Carter, an Oregon resident who is black, and Carter said something back.
Bowers said she continued driving west, with the Dodge tailgating her, and sped up to get away, but the Dodge pursued her.
At one point, Bowers told police, someone in the Dodge threw a bottle at her car.
Bowers said she turned north on Grand Boulevard, and then west on 16th Street, and stopped, as did the Dodge, the report said. She and Carter exited her car as two white men about 20 got out of the Dodge.
The report said the two men yelled more racial slurs at Carter and one of them pointed a handgun at him and said, “Don’t make me smoke you.” The men then drove away in the Dodge, which had a California license similar to 4HX225, the report said.
Officers looked unsuccessfully for the Dodge. The case was forwarded to the Violent Crime Unit.
Serious-injury crash: Victor Kharlomov, 25, of Vancouver was listed in serious condition Thursday at St. Charles Medical Center in Bend, Ore., after he was in a head-on collision south of Madras, Ore., at 9:40 p.m. Wednesday.
According to the Oregon State Police, Kharlomov was driving a 1998 Jeep Grand Cherokee south on U.S. 97 when a northbound 2002 Honda Accord driven by Traci R. Monk, 23, of Madras crossed the center line and crashed into Kharlomov’s car.
Monk died at the scene. Her passenger, Michael P. Delaney, 20, of Prineville, Ore., was taken to the hospital, where he was listed in critical condition. All three of the people involved in the crash were wearing seat belts.
Madras is 40 miles north of Bend.
Man sought: Oregon State Police officers are hoping for a tip leading them to a Burns, Ore., man who fled the area in May when he learned he was being investigated for a sex crime involving a young female.
Donald Freeman Scott, 39, might be in the Vancouver or Battle Ground areas, police said, because he has family members here as well as in Eastern Oregon and Idaho. in our site 2002 honda accord
Scott is wanted on a felony arrest warrant alleging first-degree sodomy, according to an OSP bulletin. He is white, 5 feet 9 inches and 180 pounds, with brown hair and hazel eyes.
Scott also is believed to have a tattoo depicting a pit bull dog on the back of his head.
He’s known to possess weapons and may be driving a white or light blue 1992 Ford F-150 pickup with Oregon license YTH 828, possibly towing a travel trailer.
He’s traveling with his 15-year-old son and likes to camp, police said.
